Deputy Registrar in order that further enquiry might be made, but apparently he filed the minute and the file did not come to light

again until after he had left the Registry at the end of June. In

the case of Cordeiro deceased the Letters of Administration were

issued through an oversight without payment of all the fees, and I

am of the opinion, in view of the interview with lir. Noronha, that

Alim Khan had intended to take advantage of this oversight to keep

the balance of the fees.

I am satisfied generally that, if Alim Khan really thought that he was acting properly and with the knowledge

of his superiors in receiving fees in advance, he would, on

from transfer the Registry, fortiwith have handed over the money

held, and would not have waited to repay it until he was advised

to do so by his legal adviser when criminal proceedings were in

actual process against him. Ly opinion is surengthened by Alim

Khan's admission to the Committee that in one cuse at least after

his transfer he had personally repaid to the payer money received in respect of fees. If he had in fact thought that the money had

been properly paid it would have been his obvious duty to hand it

over to the Registrar.

The third charge is in connection with the

matter of the estate of Gahnaya Singh decensed. Letters of

Administration of this estate were, on the 15th. February, 1.13,

granted to the Official Administrator who realised a total creit

balance of £213.93. The next-of-kin was the widow, residing in

Inlia in the Hoshiarpur District, and on the 17th. April, 1913,

Alim Khan drafted a letter to the Deputy Commissioner of that

district in the following terms:- "I beg to enclose my administra-

"-tion account of the above-named deceased a loving a credit

"balance of 8213.93, local currency, tue equivalent of which has been remitted to you through the Boney Order Office of this "Colony". It was pointed out by the Committee to Alim Khan that it was to be expected that in a letter of this nature the amount in rupees would be stated, whereupon Alim Khan replied that the letter was in stereotyped form.
